The (K) shouldn't come back. I say this because that service is already covered by the . Its just an unnecessary line. That's like asking if the (9) should come back...

Well, I guess that there might be more "traffic", or too many locals on that line. But I'd like to see it come back.

It can always be an express...or maybe run from Lefferts to 8 Av, then via 53rd...there are a million ways to institute a (K).
If you mean bring back the old (K), then the already covers it. It's not needed.

Make the E pure express in Queens and Manhattan, and let the K serve as the Queens BLVD/8th Avenue Local.

If the comes up with billions of dollars, there wouldn't be service cuts and every line would have NTT rolling stock. The wouldn't care about people begging them to save R-32's, or R36's.
